H.Res. 36 — Finding Federal Savings Committee Resolution

This section establishes the Committee on the Elimination of Nonessential Federal Programs under rule X of the Rules of the House of Representatives. The committee is directed to research, review, and study underperforming or nonessential Federal programs; determine which programs should be modified or eliminated; develop related recommendations; and submit to the House at least annually a report of findings and conclusions with a list of such programs, along with legislation to eliminate the listed programs and rescissions based on the report findings. The committee is composed of four members each from the Committees on Appropriations, the Budget, Oversight and Government Reform, and Ways and Means (with two from the minority party on each), plus a Chair appointed by the Speaker and a Vice Chair appointed by the minority leader (neither from the four listed committees and not from the same party), and terminates at the close of the 120th Congress. The section also provides expedited procedures for any bill or resolution reported by the committee, under which a highly privileged, nondebatable motion to proceed is in order after seven legislative days, debate is limited to 10 hours equally divided, and amendments and motions to recommit are prohibited.
