H.Res. 375 — Expressing support for the designation of May 2025 as "Renewable Fuels Month" to recognize the important role that renewable fuels play in reducing carbon impacts, lowering fuel prices for consumers, supporting rural communities, and lessening reliance on foreign adversaries.

This section establishes the E-15 Rural Domestic Energy Council in the House of Representatives, appointed by the Speaker of the House, to develop legislative solutions addressing issues facing the nation's farmers and refiners. The section directs the council to (1) investigate topics including the sale of E15 (i.e., gasoline containing 15% ethanol), U.S. refinery capacity, the Renewable Fuel Standard (i.e., EPA program mandating renewable fuel blending into transportation fuel), renewable identification numbers (i.e., tradable credits under the RFS), market access, and federal regulations; (2) meet regularly to develop legislative solutions; and (3) submit those solutions to Congress no later than February 15, 2026, with the intent to consider legislation no later than February 25, 2026.
