H.Res. 377 — Providing for consideration of the bill (H.R. 276) to rename the Gulf of Mexico as the "Gulf of America", and providing for consideration of the bill (H.R. 881) to establish Department of Homeland Security funding restrictions on institutions of higher education that have a relationship with Confucius Institutes, and for other purposes.

This section provides for the consideration of H.R. 276, to rename the Gulf of Mexico as the "Gulf of America," in the House upon adoption of the resolution. It waives all points of order against consideration of the bill and against its provisions, as amended; deems as adopted the amendment in the nature of a substitute recommended by the Committee on Natural Resources and now printed in the bill; considers the bill, as amended, as read; and orders the previous question on the bill, as amended, and any further amendments thereto to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Natural Resources or their designees and (2) one motion to recommit.

This section establishes procedures in the House for consideration of H.R. 881, a bill to establish Department of Homeland Security funding restrictions on institutions of higher education that have a relationship with Confucius Institutes. Upon adoption of the resolution, the bill is made in order with all points of order against its consideration waived; an amendment in the nature of a substitute consisting of Rules Committee Print 119-2 is considered as adopted in lieu of the Homeland Security Committee substitute; and the bill, as amended, is considered as read with all points of order against its provisions waived. The previous question is ordered on the bill, as amended, and any further amendments thereto to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Homeland Security or their designees and (2) one motion to recommit.
