This section provides for the immediate consideration in the House of H.J. Res. 72 relating to a national emergency declared by the President on February 1, 2025. It waives all points of order against consideration of the joint resolution and against its provisions, considers the measure as read, orders the previous question on the joint resolution and any amendment thereto to final passage without intervening motion except for one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Foreign Affairs (or their designees) and one motion to recommit.
