H.Res. 414 — Recognizing that the United States has a moral and legal obligation to provide reparations for the crime of enslavement of Africans and its lasting harm on the lives of millions of Black people in the United States.

This section recognizes the responsibility of the Federal Government to provide reparations, including financial compensation, to Black people to address ongoing harms from violations of human rights to self-determination and freedom from discrimination in housing, health, education, life, security of person, water and sanitation, and a healthy environment. It encourages support, passage, and implementation of H.R. 40, the Commission to Study and Develop Reparation Proposals for African-Americans Act, introduced every year since 1989, and legislation establishing the United States Commission on Truth, Racial Healing, and Transformation; acknowledges and apologizes for chattel slavery without limiting clauses; recognizes the role of legacy, grassroots, and national organizations in the reparations movement; encourages local, State, and Federal initiatives to identify sources of reparations demands; and honors the lives and legacies of those affected by chattel slavery and state-sanctioned racial discrimination.
