H.Res. 426 — Providing for consideration of the joint resolution (S.J. Res. 13) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Office of the Comptroller of the Currency of the Department of the Treasury relating to the review of applications under the Bank Merger Act; providing for consideration of the joint resolution (S.J. Res. 31) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Review of Final Rule Reclassification of Major Sources as Area Sources Under Section 112 of the Clean Air Act"; and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

This section provides for the consideration of S.J. Res. 13 in the House upon adoption of the resolution, disapproving under the Congressional Review Act a rule submitted by the Office of the Comptroller of the Currency relating to the review of applications under the Bank Merger Act. It waives all points of order against consideration of the joint resolution and its provisions, deems the joint resolution as read, and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Financial Services or their designees, and (2) one motion to commit.

This section provides for the consideration of S.J. Res. 31 in the House upon adoption of the resolution—waiving all points of order against its consideration and provisions and deeming it as read—with the previous question ordered to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees; and (2) one motion to commit. S.J. Res. 31 provides for congressional disapproval under the Congressional Review Act (chapter 8 of title 5, U.S. Code) of an Environmental Protection Agency rule entitled "Review of Final Rule Reclassification of Major Sources as Area Sources Under Section 112 of the Clean Air Act."

This section waives the two-thirds vote requirement of House Rule XIII clause 6(a) for same-day consideration of any resolution reported by the Committee on Rules through the legislative day of May 23, 2025, relating to a reconciliation measure pursuant to title II of H. Con. Res. 14. (Thus, the House may consider such a Rules Committee report on the same day it is presented by simple majority vote.)
