H.Res. 438 — Providing for consideration of the bill (H.R. 2548) to impose sanctions and other measures with respect to the Russian Federation if the Government of the Russian Federation refuses to negotiate a peace agreement with Ukraine, violates any such agreement, or initiates another military invasion of Ukraine, and for other purposes.

This section provides for immediate House consideration of H.R. 2548, which would impose sanctions and other measures on the Russian Federation if it refuses to negotiate a peace agreement with Ukraine, violates any such agreement, or initiates another military invasion of Ukraine. The section waives all points of order against consideration of the bill and its provisions, deems an amendment in the nature of a substitute adopted, treats the bill as read, orders the previous question to final passage after one hour of debate equally divided and controlled by Representative Fitzpatrick of Pennsylvania or a designee and an opponent, and permits one motion to recommit.

This section provides that only the last amendment in the nature of a substitute to H.R. 2548 submitted by Representative Fitzpatrick of Pennsylvania and printed in the Congressional Record (in the portion designated under clause 8 of rule XVIII) at least one day before floor consideration shall be considered as adopted.
