§3. Functions
This section establishes the functions of the Select Committee to investigate and report on President Joseph Robinette Biden, Jr.’s cognitive and physical health decline and potential concealment of information from the public; his cancer diagnosis and any related concealment; the roles of Vice President Kamala Harris, Jill Biden, and others in any cover up; the role of media outlets in spreading false or misleading narratives about the President’s health; the President’s use of autopen for official acts and who controlled such actions; the existence, content, and suppression of Special Counsel Robert Hur’s tapes and related evidence; and the President’s mishandling of classified documents.
This section requires the Select Committee to submit a final report to the House by December 31, 2025, and to submit all policy recommendations and legislative proposals to the relevant standing committees by December 31, 2025 (with legislative proposals due within 30 days of adoption by the Select Committee). It authorizes interim reports to the House or any House committee as needed.
This section limits the Select Committee to investigative jurisdiction with no authority to take legislative action on any bill or resolution, while permitting public hearings. It provides that staff appointments and compensation are subject to regulations issued by the Committee on House Administration, authorizes the detailing of staff from House employing entities or federal agencies on a nonreimbursable basis, and applies standing committee rules on consultants with the additional requirement of Speaker approval for any selection.
