This section expresses the sense of the House of Representatives on constitutional reforms and secondary legislation in Mexico by (1) raising concerns about their long-term negative impacts on democratic institutions, separation of powers, judicial independence, transparency, security, the electoral system, National Guard, and independent oversight agencies; (2) expressing deep concern that the reforms may contradict United States-Mexico-Canada Agreement commitments and jeopardize shared economic and security interests; (3) underscoring that aspects of the reforms undermine bilateral efforts to strengthen the rule of law, counter organized crime, and address fentanyl and human and arms trafficking; and (4) reaffirming commitment to a robust, mutually respectful bilateral relationship.
