H.Res. 458 — Providing for consideration of the bill (H.R. 2483) to reauthorize certain programs that provide for opioid use disorder prevention, treatment, and recovery, and for other purposes; providing for consideration of the bill (H.R. 2931) to direct the Administrator of the Small Business Administration to relocate certain offices of the Small Business Administration in sanctuary jurisdictions, and for other purposes; providing for consideration of the bill (H.R. 2966) to require the Administrator of the Small Business Administration to require an applicant for certain loans of the Administration to provide certain citizenship status documentation, and for other purposes; and providing for consideration of the bill (H.R. 2987) to amend the Small Business Act to require a limit on the number of small business lending companies, and for other purposes.

This section authorizes the Speaker, pursuant to House Rule XVIII clause 2(b), to declare the House resolved into the Committee of the Whole for consideration of H.R. 2483 (reauthorizing opioid use disorder prevention, treatment, and recovery programs). It dispenses with the first reading of the bill; waives all points of order against consideration of the bill and its provisions as amended; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce (or designees); deems adopted (in lieu of the Energy and Commerce Committee substitute) an amendment in the nature of a substitute consisting of Rules Committee Print 119-4, with the bill as amended considered as the original bill and read; restricts further amendments to those printed in part A of the Rules Committee report (offered only in the order printed, only by designated Members, considered as read, debatable for the time specified equally divided and controlled by proponent and opponent, not amendable, and not subject to division of the question); and orders the previous question on the bill as amended to final passage (except one motion to recommit) upon rising of the Committee.

This section makes in order House consideration of H.R. 2931, a bill directing the Small Business Administration to relocate certain offices from sanctuary jurisdictions. It waives all points of order against the bill and its provisions (as amended); deems as adopted a modified amendment in the nature of a substitute recommended by the Committee on Small Business; deems the bill as read; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Small Business or their designees and (2) one motion to recommit.

This section makes in order consideration of H.R. 2966 in the House—which requires the Small Business Administration to mandate citizenship status documentation for certain loan applicants—waives all points of order against the bill and its provisions, deems the committee-reported amendment as adopted and the bill as read, and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Small Business or their designees, and (2) one motion to recommit.

This section establishes a special rule for House consideration of H.R. 2987, which amends the Small Business Act to impose a limit on the number of small business lending companies.
