H.Res. 470 — Remembering the victims of the 1989 Tiananmen Square massacre and condemning the continued and intensifying crackdown on human rights and basic freedoms within the People's Republic of China, including the Hong Kong Special Administrative Region, by the Chinese Communist Party, and for other purposes.

This section expresses the House of Representatives’ respect for and solidarity with the families of those killed, tortured, or imprisoned during the 1989 Tiananmen Square prodemocracy demonstrations, as well as those who continue to mourn the victims. It reaffirms support for political reform and human rights protections in China, condemns the Government of the People’s Republic of China for ongoing human rights abuses against political dissidents and ethnic and religious minorities, and calls on the PRC to cease censorship of information about the massacre, cooperate with a United Nations High Commissioner for Human Rights investigation, uphold its obligations to Hong Kong under the 1984 Joint Declaration, and permit the return of exiled Tiananmen participants without retribution. The section also calls on the Hong Kong Special Administrative Region and PRC authorities to respect personal freedoms and the independence of Hong Kong’s legal system, restore democratic representation consistent with the Basic Law, and allow prodemocracy exiles to return without fear of detention. It further calls on the United States Government and Members of Congress to mark the 36th anniversary of the Tiananmen Square protests, including through meetings with participants and victims’ families living abroad, and expresses support for peaceful human rights movements in China, Hong Kong, Tibet, and Xinjiang.
