H.Res. 480 — Requiring each Member, officer, and employee of the House of Representatives to complete a program of training in workplace rights and responsibilities each session of each Congress, and for other purposes.

This section requires the Committee on House Administration to issue regulations within 30 days of adoption mandating that, during each session of each Congress, all House Members (including Delegates and Resident Commissioner), officers, and employees—including interns (paid or unpaid), fellows, and detailees—complete training on workplace rights and responsibilities under part A of title II of the Congressional Accountability Act of 1995 (i.e., rights and protections of congressional employees, including anti-discrimination and anti-harassment training). Completion is required within 90 days after the program is certified operational (for incumbents) or after beginning service (for new individuals), with alternatives for short-term interns/fellows or late joiners, an exception for new Member orientation completers in the first session, and—for the first session of the 119th Congress—90 days after adoption; the committee must also consider additional compliance mechanisms.
