This section affirms the importance of fatherhood in caring for, nurturing, and supporting children and supports efforts by public officials, community leaders, faith leaders, and citizens to promote engaged fatherhood. It recognizes the effects of fatherlessness on children, including in the Black community, the role of the criminal justice system and incarceration in creating single-parent homes, and misaligned incentives in federal welfare programs that hinder fathers from returning to their families. The section supports employment and skills programs for incarcerated individuals upon release, reaffirms support for historically Black colleges and universities, the First Step Act, and Opportunity Zones, and commits to researching root causes of fatherlessness. It further calls for addressing child custody challenges related to alimony and child support, exploring tax incentives and programs to encourage fathers to serve as foster parents and mentors, and developing a national promotional effort to incentivize fatherhood.
