H.Res. 499 — Providing for consideration of the bill (H.R. 4) to rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974, and for other purposes.

This section makes in order the consideration of H.R. 4 in the House upon adoption of the resolution. H.R. 4 rescinds certain budget authority proposed to be rescinded in special messages transmitted by the President on June 3, 2025, under section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974 (i.e., rescissions deferral proposals). The section waives all points of order against consideration of the bill and its provisions, deems the bill read, and orders the previous question to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the Majority Leader and Minority Leader or their designees; and (2) one motion to recommit.

This section exempts any bill or joint resolution introduced in response to the special impoundment message transmitted by the President under section 1012 of the Impoundment Control Act of 1974 on June 3, 2025, from the expedited congressional consideration procedures of section 1017 of that Act. (Thus, such legislation follows regular order rather than the fast-track process typically available for approving or disapproving presidential rescissions or deferrals of appropriated funds.)
