H.Res. 500 — Amending the Rules of the House of Representatives to require employees of the House to be subject to criminal background checks conducted by the United States Capitol Police, and for other purposes.

This section requires each employee of the House of Representatives to undergo a criminal background check conducted by the United States Capitol Police within 30 days after the first day of each Congress (for employees already serving on that day) or within 30 days after beginning service (for employees hired thereafter). Results of the checks may be disclosed only to the head of the office in which the employee is employed. The Chief Administrative Officer must enter into agreements with the Capitol Police to carry out the requirement, which applies beginning with the One Hundred Nineteenth Congress.

This section adds clause 10 to Rule XXV of the Rules of the House of Representatives to require any House employee who received a payment from, or entered into a contract or agreement with, a government of a foreign country during the three-year period preceding the start of House service to file a report with the Clerk describing the payment, contract, or agreement and identifying the foreign government. The clause also requires any House employee who is a citizen or national of a foreign country to file a statement with the Clerk identifying that country. Reports and statements must be filed no later than 30 days after the employee begins service (or 30 days after adoption of the resolution for current employees) and posted publicly on the Clerk’s website, with “government of a foreign country” defined by reference to section 1(e) of the Foreign Agents Registration Act of 1938 (22 U.S.C. 611(e)).
