H.Res. 53 — Providing for consideration of the bill (H.R. 471) to expedite under the National Environmental Policy Act of 1969 and improve forest management activities on National Forest System lands, on public lands under the jurisdiction of the Bureau of Land Management, and on Tribal lands to return resilience to overgrown, fire-prone forested lands, and for other purposes, and providing for consideration of the bill (S. 5) to require the Secretary of Homeland Security to take into custody aliens who have been charged in the United States with theft, and for other purposes.

This section provides for House consideration of H.R. 471—a bill to expedite National Environmental Policy Act reviews and improve forest management on National Forest System lands, Bureau of Land Management public lands, and Tribal lands—in the Committee of the Whole House on the state of the Union pursuant to clause 2(b) of rule XVIII, waiving the first reading of the bill and all points of order against its consideration or provisions. It limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Natural Resources (or designees); makes in order only amendments printed in the Committee on Rules report, each offered only by a designated Member, considered as read, debatable for the time specified in the report equally divided between proponent and opponent, not amendable, and not subject to division of the question; and orders the previous question on the bill and amendments to final passage without intervening motion except one to recommit.

This section makes in order the consideration of S. 5, a bill to require the Secretary of Homeland Security to take into custody aliens charged in the United States with theft. It waives all points of order against consideration of the bill and its provisions, deems the bill read, orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary (or designees) and (2) one motion to commit.
