H.Res. 530 — Providing for consideration of the bill (H.R. 3944) making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the bill (H.R. 275) to require the Secretary of Homeland Security to publish on a monthly basis the number of special interest aliens encountered attempting to unlawfully enter the United States, and for other purposes; providing for consideration of the bill (H.R. 875) to amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed an offense for driving while intoxicated or impaired are inadmissible and deportable; and providing for consideration of the resolution (H. Res. 516) condemning the violent June 2025 riots in Los Angeles, California.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole for consideration of H.R. 3944 (making appropriations for military construction, the Department of Veterans Affairs, and related agencies for FY2026). It dispenses with the first reading of the bill; waives all points of order against consideration of the bill; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees); deems an amendment in the nature of a substitute consisting of Rules Committee Print 119-5 as adopted; and considers the bill, as amended, as the original bill for purposes of further amendment under the five-minute rule and as read. It also waives points of order against provisions in the bill, as amended, for failure to comply with clause 2 of rule XXI.

This section limits amendments to H.R. 3944, as amended, to those printed in the report of the Committee on Rules accompanying the resolution, amendments en bloc described in section 3, and pro forma amendments described in section 4. It requires printed amendments to be considered in the order printed in the report, offered only by a Member designated in the report, considered as read, debatable for the time specified in the report (equally divided and controlled by the proponent and an opponent), not subject to further amendment except as provided in section 4, and not subject to a demand for division of the question. The section also waives all points of order against printed amendments and amendments en bloc described in section 3.

This section makes in order, at any time, en bloc amendments offered by the chair of the Committee on Appropriations or designee consisting of further amendments printed in the Committee on Rules report accompanying the resolution that have not been earlier disposed of. Such amendments are considered as read, debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or designees, not subject to amendment except as provided in section 4, and not subject to a demand for division of the question in the House or Committee of the Whole.

This section authorizes the chair and ranking minority member of the Committee on Appropriations, or their designees, to offer up to 10 pro forma amendments each at any point during consideration of H.R. 3944 for amendment, for the purpose of debate.

This section directs the Committee of the Whole, at the conclusion of consideration of H.R. 3944 for amendment, to rise and report the bill as amended to the House; orders the previous question on the bill and any further amendments thereto to final passage; and permits only one motion to recommit.

This section makes in order consideration in the House of H.R. 275, which requires the Secretary of Homeland Security to publish monthly the number of special interest aliens encountered attempting to unlawfully enter the United States. All points of order against the bill and its consideration are waived, the amendment in the nature of a substitute recommended by the Committee on Homeland Security is considered as adopted, the bill as amended is considered as read, and the previous question is ordered on the bill to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Homeland Security or their designees, and (2) one motion to recommit.

This section makes in order in the House the consideration of H.R. 875, to amend the Immigration and Nationality Act to provide that aliens convicted of or who committed an offense for driving while intoxicated or impaired are inadmissible and deportable. The section (1) waives all points of order against consideration of the bill and its provisions, as amended; (2) deems as adopted the amendment in the nature of a substitute recommended by the Committee on the Judiciary; (3) deems the bill, as amended, as read; (4) orders the previous question on the bill, as amended, and any further amendment thereto, to final passage without intervening motion except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary or their designees and one motion to recommit.

This section establishes a privileged procedure in the House, upon adoption of this resolution, for consideration of H. Res. 516 condemning the violent June 2025 riots in Los Angeles, California. The resolution is considered as read, with one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary (or designees), after which the previous question is ordered to its adoption without intervening motions or demand for division of the question.
