H.Res. 559 — Recognizing the urgent need for peace, stability, and reconciliation in the Democratic Republic of the Congo (DRC) and supporting diplomatic, economic, and humanitarian efforts to achieve lasting peace in the region.

This section expresses the sense of the House of Representatives on the need for peace, stability, and reconciliation in the Democratic Republic of the Congo (DRC) by (1) recognizing the benefit of an inclusive national dialogue led by CENCO and ECC that involves civil society, religious groups, political parties, and armed groups; (2) urging peaceful resolution of tensions with Rwanda and participation in the Luanda and Nairobi Processes; (3) calling for an end to state support for non-state armed groups, respect for the DRC Constitution and human rights, and an end to arbitrary detentions and corruption; (4) endorsing U.S.-DRC critical minerals commercial agreements; (5) encouraging supply chain traceability and due diligence for conflict minerals; (6) urging sanctions and visa restrictions on corrupt actors and armed groups including the M23, FDLR, and ADF; and (7) reaffirming U.S. commitment to peace, democracy, and economic development in the DRC and the African Great Lakes region.
