H.Res. 580 — Providing for consideration of the bill (H.R. 4016) making appropriations for the Department of Defense for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the bill (H.R. 3633) to provide for a system of regulation of the offer and sale of digital commodities by the Securities and Exchange Commission and the Commodity Futures Trading Commission, and for other purposes; providing for consideration of the bill (H.R. 1919) to amend the Federal Reserve Act to prohibit the Federal reserve banks from offering certain products or services directly to an individual, to prohibit the use of central bank digital currency for monetary policy, and for other purposes; providing for consideration of the bill (S. 1582) to provide for the regulation of payment stablecoins, and for other purposes; and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole for consideration of H.R. 4016, making appropriations for the Department of Defense for FY2026. It dispenses with the first reading of the bill; waives all points of order against consideration of the bill and points of order against provisions in the bill for failure to comply with clause 2 or clause 5(a) of rule XXI; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees); and provides for amendment under the five-minute rule, with the bill considered as read.

This section limits amendments in order during House consideration of H.R. 4016 to those printed in part A of the Committee on Rules report accompanying this resolution, amendments en bloc described in section 3, and pro forma amendments described in section 4. It further establishes procedures for part A amendments—consideration in the order printed, offered only by a designated Member, considered as read, debatable for the time specified in the report and equally divided and controlled by the proponent and an opponent, not subject to amendment except per section 4, and not subject to a demand for division of the question—and waives all points of order against part A amendments and section 3 en bloc amendments.

This section makes in order at any time en bloc amendments offered by the chair of the Committee on Appropriations or designee, consisting of amendments printed in part A of the report of the Committee on Rules accompanying this resolution that have not been previously disposed of. Such en bloc amendments are considered as read, debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees, not subject to amendment except as provided by section 4 of this resolution, and not subject to a demand for division of the question in the House or the Committee of the Whole.

This section authorizes the chair and ranking minority member of the Committee on Appropriations, or their designees, to each offer up to 10 pro forma amendments (i.e., amendments offered solely for purposes of debate) at any point during House consideration of H.R. 4016 for amendment.

This section provides that, at the conclusion of consideration of H.R. 4016 for amendment, the Committee of the Whole shall rise and report the bill to the House with such amendments as may have been adopted and orders the previous question on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.

This section waives all points of order against consideration of H.R. 3633, which provides for regulation of digital commodities by the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC), and establishes procedures for its floor consideration. It deems as adopted a substitute amendment consisting of Rules Committee Print 119-6, as modified by part B of the Committee on Rules report; deems the bill, as amended, as read; and waives points of order against its provisions. The previous question is ordered on the bill, as amended, and any further amendment thereto, to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Agriculture (or designees) and the chair and ranking minority member of the Committee on Financial Services (or designees); (2) one further amendment printed in part C of the Rules Committee report, if offered by the designated Member, which is debatable for the time specified in the report equally divided and controlled by the proponent and an opponent; and (3) one motion to recommit.

This section makes in order in the House consideration of H.R. 1919, a bill to amend the Federal Reserve Act to prohibit Federal Reserve banks from offering certain products or services directly to individuals, to prohibit the use of central bank digital currency for monetary policy, and for other purposes. It waives all points of order against consideration of the bill and its provisions (as amended by the Financial Services Committee-reported substitute, which is deemed adopted and the bill deemed read); orders the previous question to final passage; and permits one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Financial Services (or designees) and one motion to recommit.

This section establishes a special rule for House floor consideration of S. 1582, a bill to provide for the regulation of payment stablecoins and for other purposes. Upon adoption of the resolution, all points of order against consideration of the bill are waived; the bill is considered as read; all points of order against provisions in the bill are waived; and the previous question is ordered on the bill and any amendments thereto to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Financial Services or their designees, and (2) one motion to commit.

This section waives the requirement under clause 6(a) of rule XIII for a two-thirds vote to consider on the same day a report from the Committee on Rules with respect to any resolution reported through the legislative day of July 18, 2025, relating to H.R. 4. H.R. 4 rescinds certain budget authority proposed for rescission by the President in special messages transmitted on June 3, 2025, pursuant to section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.
