H.Res. 581 — Providing for consideration of the bill (H.R. 185) to advance responsible policies.

This section provides for the immediate consideration of H.R. 185 in the House, deems an amendment in the nature of a substitute adopted, waives all points of order against the bill and its provisions, and orders the previous question on the bill, as amended, to final passage after one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary, with one motion to recommit permitted.

This section provides the short title of the Act as the Epstein Files Transparency Act. This section directs the Attorney General to make publicly available in a searchable and downloadable format, not later than 30 days after the date of enactment, all unclassified Department of Justice records, documents, communications, and investigative materials relating to Jeffrey Epstein (including all investigations, prosecutions, and custodial matters), Ghislaine Maxwell, flight logs and travel records for any aircraft, vessel, or vehicle owned or used by Epstein or related entities, individuals named or referenced in connection with Epstein’s criminal activities or civil settlements, entities with ties to Epstein’s trafficking or financial networks, immunity deals or plea agreements, internal DOJ communications concerning charging decisions, records concerning the destruction or concealment of Epstein-related documents, and documentation of Epstein’s detention or death. This section prohibits any withholding, delay, or redaction on the basis of embarrassment, reputational harm, or political sensitivity. This section permits the Attorney General to withhold or redact only the segregable portions of records that contain victim personally identifiable information or personal and medical files the disclosure of which would constitute a clearly unwarranted invasion of privacy, depict or contain child sexual abuse materials as defined under 18 U.S.C. 2256 and prohibited under 18 U.S.C. 2252–2252A, would jeopardize an active federal investigation or ongoing prosecution (if narrowly tailored and temporary), depict images of death, physical abuse, or injury, or contain properly classified national security information. This section requires every redaction to be accompanied by a written justification published in the Federal Register and submitted to Congress, directs the Attorney General to declassify covered information to the maximum extent possible and to release an unclassified summary for any information that cannot be declassified, and requires publication in the Federal Register and submission to Congress of all post-July 1, 2025 classification decisions affecting covered information, including the date, classifying authority, and unclassified justification. This section requires the Attorney General to submit to the House and Senate Committees on the Judiciary, within 15 days after completing the release, a report listing all categories of records released and withheld, a summary of all redactions including the legal basis for each, and a list of all government officials and politically exposed persons named or referenced in the released materials.
