This section expresses the sense of Congress that the United States appreciates Montenegro’s progress toward European Union accession, supports European Union efforts to assist candidate countries including Montenegro, encourages the Government of Montenegro to complete necessary reforms, recognizes the state partnership between Maine and Montenegro as well as Montenegro’s contributions to the North Atlantic Treaty Organization and to Ukraine’s defense, and urges the President and the Secretary of State to advocate for Montenegro’s European Union accession without additional bilateral conditions and to support further Euro-Atlantic integration of the Western Balkans.
