H.Res. 586 — Recognizing and applauding President Trump for brokering a peace agreement between Rwanda and the Democratic Republic of the Congo (DRC) and supporting diplomatic and economic efforts to achieve lasting peace in the region.

This section expresses the sense of the House of Representatives regarding peace, governance, and economic cooperation in the Democratic Republic of the Congo (DRC) and Rwanda. It (1) recognizes President Trump's role in brokering a peace agreement between Rwanda and the DRC and supports related diplomatic and economic efforts; (2) urges peaceful resolution of bilateral tensions and participation in African-led processes such as the Luanda and Nairobi Processes; (3) recognizes the value of an inclusive national dialogue led by CENCO and ECC that incorporates civil society, religious groups, political parties, and armed groups; (4) calls for an end to state support for non-state armed groups and for respect for the DRC Constitution, democratic principles, human rights, and an end to arbitrary actions against political opponents; (5) calls on the DRC government to combat corruption, adopt transparent governance, and enforce constitutional term limits; (6) endorses critical minerals commercial agreements among the United States, the DRC, and Rwanda to advance mutual economic and security interests and de-risk supply chains; (7) encourages stronger traceability and due diligence rules for conflict minerals along with mining sector reforms; (8) urges sanctions against corrupt actors and armed groups including M23, FDLR, and ADF for atrocities, war crimes, and crimes against humanity; (9) encourages targeted economic sanctions and visa restrictions on individuals and entities that obstruct peace or commit human rights abuses; and (10) reaffirms U.S. support for peace, democracy, and economic development in the DRC and the African Great Lakes region.
