H.Res. 589 — Providing for the public release of certain documents, records, and communications related to the investigation of Jeffrey Epstein.

This section directs the Attorney General to make publicly available, in a searchable and downloadable format and not later than 30 days after enactment, all credible documents, records, and communications in the possession of the Department of Justice, including the FBI and U.S. Attorneys’ Offices, referring or relating to the investigations of Jeffrey Epstein and Ghislaine Maxwell, as well as the cases United States v. Maxwell, United States v. Jeffrey Epstein, and Farmer v. United States, and any records related to Epstein’s detention or death. The section prohibits withholding, delay, or redaction of any such records on the basis of embarrassment, reputational harm, or political sensitivity to any government official, public figure, or foreign dignitary. The Attorney General may redact only segregable portions of records that contain victim personally identifiable information or personal and medical files, depict child pornography or similar materials, would jeopardize an active federal investigation or prosecution, would violate grand jury secrecy rules under Rule 6(e), depict death or physical abuse, are properly classified national security information, or are demonstrably false, with every redaction accompanied by a written justification published in the Federal Register and submitted to Congress; the section further requires declassification of covered information to the maximum extent possible and the release of unclassified summaries for any information that cannot be declassified, and mandates public reporting of any post-July 1, 2025, classification decisions. Within 15 days after completing the required release, the Attorney General must submit to the House and Senate Judiciary Committees a report listing all categories of records released and withheld, a summary of redactions and their legal bases, and a list of all government officials and politically exposed persons named or referenced in the released materials.
