H.Res. 602 — Recognizing the importance of independent living and economic self-sufficiency for individuals with disabilities made possible by the Americans with Disabilities Act of 1990 and calling for further action to strengthen and expand opportunities for individuals with disabilities to participate in work and community life.

This section recognizes the importance of independent living, equal opportunity, full participation, and economic self-sufficiency for individuals with disabilities under the Americans with Disabilities Act of 1990, encourages celebration of resulting advancements in inclusion, and pledges continued bipartisan efforts to address remaining barriers, including institutional segregation and limited access to home- and community-based services with a focus on employment. This section calls on the Department of Labor to develop policies enabling economic self-sufficiency for individuals with disabilities; on the Office of Disability Employment Policy to coordinate with employers and governments to expand employment opportunities; on the Federal Communications Commission to ensure equitable access to communications services and technologies; on the Department of Health and Human Services to support home- and community-based services for independent living; on the Department of Housing and Urban Development to increase accessible and inclusive housing options; on the Department of Transportation to improve accessible transit and airports while increasing hiring, promotion, and retention of individuals with disabilities in the transportation workforce; and on the Federal Emergency Management Agency to implement a whole community approach that enhances inclusivity and accessibility in emergency preparedness.
