This section reaffirms the principles of the U.S. Constitution, including separation of powers, checks and balances, judicial independence, and congressional authority to control spending, declare war, and conduct oversight; reaffirms protections for individual rights such as due process; condemns efforts by public officials to undermine congressional or judicial authority, violate court orders, or consolidate power in one branch; declares that appropriations enacted by Congress are binding law rather than recommendations; and urges all public officials to reject actions that subvert these authorities or threaten the constitutional order.
