This section expresses the sense of the House of Representatives that the United States and international community must address complex global challenges through international scientific engagement and calls on the Secretary of State to (1) develop science and technology-oriented foresight assessments; (2) establish a Science and Technology Advisory Board comprised of independent experts to advise on issues related to the Department’s foreign policy priorities; (3) elevate the Science and Technology Adviser to organizational status equivalent to an Assistant Secretary; (4) evaluate the number of Foreign Service Officers with technical backgrounds and increase related training and recruitment as necessary; and (5) assess the feasibility of re-creating a Foreign Service Reserve Officer functional cone for recruiting experts in science and technology and other specialty areas.
