H.Res. 629 — Honoring the life of Dr. Paul Farmer by recognizing the duty of the Federal Government to adopt a 21st-century global health solidarity strategy and take actions to address past and ongoing harms that undermine the health and well-being of people around the world.

This section expresses the sense of the House of Representatives that the Federal Government should adopt a 21st-century global health solidarity strategy to end medically avertable deaths and address the full burden of disease in poor countries by localizing health system investments through accompaniment and the Five S’s (staff, space, stuff, systems, and social support) and by financing the discovery and development of new diagnostics, treatments, and vaccines for neglected diseases of poverty as global public goods. This section further states that these objectives require increased United States development assistance sufficient to meet the United Nations target of 0.7 percent of gross national income (which six other countries have met) and to dedicate $125,000,000,000 per year for global health investment to close over 100 percent of the essential universal health coverage financing gap for low-income countries and 30 percent of the gap for low- and lower-middle-income countries, along with optimized multilateral spending that supports national health plans and vulnerable populations. This section also states that the Federal Government should cancel debt for all low- and middle-income countries in need, democratize the International Monetary Fund, World Bank, and World Trade Organization, support a United Nations Convention on Tax to reduce illicit financial flows, promote global labor rights including a living-wage global minimum wage, and replace gross domestic product with new indicators of social and ecological progress. Finally, this section states that the Federal Government has a duty to issue reparations, including apology, award, and guarantees of nonrepetition, for slavery and subsequent discrimination against African Americans (following the commission established under H.R. 40 of the 117th Congress), for the harms of colonialism and imperialism, and for its disproportionate contribution to climate breakdown.
