H.Res. 66 — Affirming the role of the United States in improving access to quality, inclusive public education and improving learning outcomes for children and adolescents, particularly for girls, around the world.

This section expresses the sense of the House of Representatives that (1) the U.S. government is commended for its commitment to improving access to quality, inclusive education worldwide to promote global stability, economic prosperity, and poverty elimination; (2) U.S. basic education programs are strengthened by the Global Partnership for Education's systems-level approach and Education Cannot Wait's focus on education in emergencies and protracted crises; (3) education is a lifesaving humanitarian intervention that should be integrated into all U.S. humanitarian response efforts with coordination across sectors and branches of government; (4) the U.S. government should meet its international basic education commitments through annual budget requests to Congress; (5) the Secretary of State and USAID Administrator should use diplomatic, humanitarian, and development tools to promote global access to quality education for children and adolescents; and (6) the Secretary of State and USAID Administrator should prioritize quality, inclusive public education for children and youth with disabilities, girls, those in emergency and crisis settings, and traditionally marginalized groups.
