H.Res. 660 — Recognizing that the United States has a moral obligation to meet its foundational promise of guaranteed justice for all.

This section expresses the sense of the House of Representatives that the federal government should initiate a large-scale decarceration effort by (1) supporting participatory processes led by directly impacted communities to repeal the 1994 Crime Bill and other punitive policies and to advance community-led public health and safety investments; and (2) dramatically reducing incarcerated populations through (A) decriminalizing and diverting non-confining cases (e.g., sex work, addiction, homelessness, low-level offenses, school discipline, migration; providing tax incentives to repeal truth-in-sentencing and three-strikes laws; expanding diversion, restorative justice, and retroactive sentencing; creating a clemency review board); (B) limiting confinement duration (e.g., capping sentences, ending death penalty and life without parole, mandatory minimums, truth-in-sentencing, crack-cocaine disparity; reinstating parole; presumptive compassionate release after 10-15 years served or for those over age 50/55/60; juvenile sentencing reviews; repealing habeas restrictions and Prison Litigation Reform Act); and (C) transforming confinement to reduce recidivism (e.g., ending solitary confinement; home-proximate placement; no adult court/prosecution/housing for juveniles under 18; gender-affirming housing for transgender individuals; trauma-informed health care including substance use and mental health).
