H.Res. 668 — Directing the Committee on Oversight and Government Reform to continue its ongoing investigation into the possible mismanagement of the Federal government's investigation of Mr. Jeffrey Epstein and Ms. Ghislaine Maxwell, and for other purposes.

This section directs the Committee on Oversight and Government Reform to continue its ongoing investigation into (1) possible mismanagement of the federal government's investigation of Jeffrey Epstein and Ghislaine Maxwell, (2) circumstances and subsequent investigations of Epstein's death, (3) the operation of sex-trafficking rings and ways for the federal government to combat them effectively, and (4) potential violations of ethics rules related to elected officials, in order to inform legislative solutions to improve federal efforts against sex trafficking and reform the use of non-prosecution and plea agreements in sex-crime investigations.

This section (1) expresses House support for subpoenas and investigatory actions authorized by the chair of the Committee on Oversight and Government Reform as of the date of adoption of this resolution with respect to the investigation described in section 1 and encourages timely compliance by all recipients, and (2) directs the committee to issue investigative reports as it deems necessary for that investigation.

This section directs the chair of the Committee on Oversight and Government Reform to publicly release all unclassified committee records received from the Attorney General, Secretary of the Treasury, Epstein estate, and other custodians related to the Jeffrey Epstein investigation. The records include documents concerning (1) Jeffrey Epstein's investigations, prosecutions, and custody; (2) Ghislaine Maxwell; (3) flight logs and travel records; (4) individuals connected to Epstein's activities; (5) entities tied to his networks; (6) immunity deals and settlements; (7) internal DOJ communications on charging decisions; (8) document destruction or concealment; and (9) Epstein's detention and death. The section prohibits withholding or redacting such records based on embarrassment, reputational harm, or political sensitivity. It permits withholding or redacting segregable portions only for (1) victims' personally identifiable information or files; (2) child pornography or abuse materials; (3) active federal investigations or prosecutions (if narrowly tailored and temporary); (4) images of death, abuse, or injury; or (5) properly classified national defense or foreign policy information. All withholdings or redactions require public written justifications, including any provided by record custodians.
