H.Res. 672 — Providing for consideration of the bill (H.R. 4553) making appropriations for energy and water development and related agencies for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the joint resolution (H.J. Res. 104) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to ''Miles City Field Office Record of Decision and Approved Resource Management Plan Amendment''; providing for consideration of the joint resolution (H.J. Res. 105) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to ''North Dakota Field Office Record of Decision and Approved Resource Management Plan''; providing for consideration of the joint resolution (H.J. Res. 106) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to ''Central Yukon Record of Decision and Approved Resource Management Plan''; and for other purposes.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole for consideration of H.R. 4553, making appropriations for energy and water development and related agencies for FY2026. It dispenses with the first reading of the bill; waives all points of order against consideration of the bill; limits general debate to one hour, equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees); provides for amendment under the five-minute rule; considers the bill as read; and waives points of order against bill provisions under clause 2 or clause 5(a) of rule XXI.

This section limits amendments during House consideration of H.R. 4553 to (1) those printed in the report of the Committee on Rules accompanying the resolution, (2) amendments en bloc described in section 3, and (3) pro forma amendments described in section 4. It further specifies that each such printed amendment (a) must be considered in the order printed in the report, (b) may be offered only by a Member designated in the report, (c) shall be considered as read, (d) shall be debatable for the time specified in the report and equally divided and controlled by the proponent and an opponent, (e) shall not be subject to amendment except as provided by section 4, and (f) shall not be subject to a demand for division of the question. It also waives all points of order against such printed amendments and amendments en bloc.

This section makes in order at any time en bloc amendments offered by the chair of the Committee on Appropriations or designee, consisting of amendments printed in the report of the Committee on Rules accompanying this resolution that have not been earlier disposed of. Such en bloc amendments are considered as read, are debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees, are not subject to amendment except as provided by section 4 of this resolution, and are not subject to a demand for division of the question in the House or the Committee of the Whole.

This section authorizes the chair and ranking minority member of the Committee on Appropriations, or their designees, to offer up to 10 pro forma amendments each at any point during consideration of H.R. 4553 for amendment, for the purpose of debate.

This section provides that, at the conclusion of consideration of H.R. 4553 for amendment, the Committee of the Whole shall rise and report the bill to the House with such amendments as may have been adopted, orders the previous question on the bill and amendments thereto to final passage without intervening motion except one motion to recommit.

This section makes in order the consideration in the House of joint resolutions specified in section 7 upon adoption of this resolution; waives all points of order against such consideration and against provisions in those resolutions; deems each such resolution as read; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Natural Resources or their designees, and (2) one motion to recommit.

This section identifies the joint resolutions referred to in section 6 as (1) H.J. Res. 104, providing for congressional disapproval under the Congressional Review Act (ch. 8 of title 5, U.S. Code) of the Bureau of Land Management rule on the Miles City Field Office Record of Decision and Approved Resource Management Plan Amendment; (2) H.J. Res. 105, disapproving the North Dakota Field Office Record of Decision and Approved Resource Management Plan; and (3) H.J. Res. 106, disapproving the Central Yukon Record of Decision and Approved Resource Management Plan.
