H.Res. 682 — Providing for consideration of the bill (H.R. 3838) to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes, and providing for consideration of the bill (H.R. 3486) to amend the Immigration and Nationality Act to increase penalties for individuals who illegally enter and reenter the United States after being removed, and for other purposes.

This section provides for House consideration of H.R. 3838, to authorize appropriations for fiscal year 2026 for Department of Defense military activities, military construction, and Department of Energy defense activities, and to prescribe military personnel strengths for such fiscal year. It authorizes the Speaker to declare the House resolved into the Committee of the Whole; dispenses with the first reading of the bill; waives all points of order against consideration of the bill and, as amended, against its provisions; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Armed Services (or designees); considers for amendment under the five-minute rule an amendment in the nature of a substitute consisting of Rules Committee Print 119-8, to be considered as adopted in lieu of the committee-reported substitute; and considers the bill, as amended, as the original bill for purposes of further amendment and as read.

This section limits amendments to H.R. 3838, as amended, to those printed in part A of the Committee on Rules report accompanying this resolution and to amendments en bloc described in section 3. It requires part A amendments to be considered in the order printed, offered only by a Member designated in the report, as read, debatable for the time specified in the report and equally divided and controlled by the proponent and an opponent, and not subject to amendment or a demand for division of the question. It waives all points of order against such amendments.

This section makes in order at any time amendments en bloc offered by the chair of the Committee on Armed Services or a designee, consisting of amendments printed in part A of the report of the Committee on Rules accompanying this resolution that have not been earlier disposed of. Such amendments en bloc are considered as read, debatable for 40 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Armed Services or their designees, not subject to amendment, and not subject to a demand for division of the question in the House or the Committee of the Whole.

This section directs the Committee of the Whole, at the conclusion of consideration of H.R. 3838 for amendment, to rise and report the bill as amended to the House; orders the previous question on the bill and any further amendments thereto to final passage; and permits one motion to recommit.

This section makes in order in the House consideration of H.R. 3486, to amend the Immigration and Nationality Act to increase penalties for individuals who illegally enter and reenter the United States after removal, under a structured rule waiving all points of order against the bill and its consideration. The amendment in the nature of a substitute recommended by the Committee on the Judiciary, as modified by the amendment printed in part B of the Committee on Rules report, is considered as adopted, and the bill, as amended, is considered as read, with the previous question ordered to final passage after (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary (or designees) and (2) one motion to recommit.
