H.Res. 730 — Providing for consideration of the joint resolution (H.J.Res.4) proposing an amendment to the Constitution of the United States to provide that debate upon legislation pending before the Senate may not be brought to a close without the concurrence of a minimum of three-fifths of the Senators.

This section directs the House, immediately upon adoption of the resolution, to proceed to consideration of H.J. Res. 4, proposing a constitutional amendment to require concurrence of at least three-fifths of Senators (60 votes) to end debate on legislation pending in the Senate. It waives all points of order against consideration of the joint resolution; deems an amendment in the nature of a substitute specified in section 3 as adopted, with the resolution as amended considered read and all points of order against its provisions waived; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by Representative Fitzpatrick of Pennsylvania (or designee) and an opponent, and (2) one motion to recommit.

This section designates as the amendment in the nature of a substitute for H.J. Res. 4 the amendment submitted by Representative Fitzpatrick of Pennsylvania and received for printing in the designated portion of the Congressional Record at least one day before consideration, per clause 8 of rule XVIII. If more than one such amendment is submitted, only the last one is considered as adopted.
