H.Res. 731 — Providing for consideration of the bill (H.R. 155) to require States to permit unaffiliated voters to vote in primary elections for Federal office, and for other purposes.

This section directs the House, immediately upon adoption of the resolution, to proceed to consideration of H.R. 155 (to require states to permit unaffiliated voters to vote in primary elections for federal office). It waives all points of order against consideration of the bill and, as amended, its provisions; deems adopted the amendment in the nature of a substitute specified in section 3 of the resolution and the amended bill as read; and orders the previous question on the bill, as amended, and any further amendment thereto to final passage without intervening motion except (1) one hour of debate equally divided and controlled by Representative Fitzpatrick of Pennsylvania or a designee and an opponent, and (2) one motion to recommit.

This section specifies that the amendment in the nature of a substitute referenced in section 1 is the one submitted by Representative Fitzpatrick of Pennsylvania and printed in the designated portion of the Congressional Record at least one day before consideration of H.R. 155 pursuant to clause 8 of rule XVIII, with only the last such amendment submitted considered as adopted if multiple are submitted.
