H.Res. 754 — Recognizing the psychological impact of immigration enforcement overreach on individuals, their families, and their community.

This section states the sense of the House of Representatives that (1) immigration enforcement overreach has psychological impacts on individuals, families, and communities; (2) nonprofit organizations provide crucial psychological and socioeconomic support to immigrant communities; (3) U.S. Immigration and Customs Enforcement (ICE) tactics allowing unreasonable searches and seizures violate the Fourth Amendment; (4) ICE tactics eroding due process, equal protection, and freedom from discrimination violate the Constitution; (5) Congress must hold federal immigration officers accountable, conduct oversight of ICE detention centers, monitor immigration policy implementation by ICE and the Department of Homeland Security (DHS), and prevent executive abuses; (6) President Trump and specified administration officials (Kristi Noem, Tom Homan, and Stephen Miller) have implemented physically and psychologically damaging policies; (7) the Administrator of the Substance Abuse and Mental Health Services Administration must report data on immigration enforcement impacts on immigrant mental health; and (8) the Secretary of Health and Human Services must address those impacts by partnering with nonprofits to provide culturally comprehensive mental health services.
