H.Res. 797 — Expressing concern about the growing problem of book banning and the proliferation of threats to freedom of expression in the United States.

This section expresses the sense of the House of Representatives regarding book bans and freedom of expression by (1) expressing concern about the spreading problem of book banning and proliferating threats to freedom of expression; (2) reaffirming the U.S. commitment to First Amendment protections for writers' freedom of expression and individuals' freedom to read without government censorship; (3) calling on local governments and school districts to follow best practice guidelines when addressing book challenges; (4) calling on local governments and school districts to protect students' rights to learn and educators' and librarians' ability to teach, including access to books reflecting diverse viewpoints and perspectives; (5) calling for the immediate return to shelves of all books removed from Department of Defense schools under executive orders since January 2025; and (6) calling for repeal of executive orders and rescission of directives enacting content-based restrictions on reading and learning in U.S. public schools.
