H.Res. 812 — Condemning the United Nations and International Maritime Organization for proposing a global tax on shipping emissions, threatening United States sovereignty, trade, and economic interests.

This section expresses the sense of the House of Representatives that—(1) the proposed United Nations and International Maritime Organization Net-Zero Framework constitutes an illegitimate attempt to impose a global carbon tax that would erode national sovereignty and harm American economic interests; (2) international organizations must not impose global taxes, tariffs, or levies on American companies, workers, or consumers; (3) the President should instruct U.S. representatives at the International Maritime Organization to vote against any global emissions tax proposal and related enforcement mechanisms; (4) no American-flagged vessel or U.S. shipping company may be subject to taxation, fees, or penalties imposed by any international body without congressional consent; (5) the administration should consider reciprocal measures, including tariffs or restrictions, against nations or entities enforcing or benefiting from such a global tax on American commerce; (6) the U.S. reaffirms its commitment to free enterprise, energy independence, and protection of American jobs and industries from unfair global regulation; and (7) the Clerk of the House shall transmit this resolution to the President, Secretary of State, Secretary of Energy, Secretary of Transportation, U.S. Ambassador to the United Nations, and U.S. delegation to the International Maritime Organization.
