H.Res. 836 — Calling on the United States to champion a regional artificial intelligence strategy in the Americas to foster inclusive artificial intelligence systems that combat biases within marginalized groups and promote social justice, economic well-being, and democratic values.

This section expresses the sense of the House of Representatives regarding U.S. artificial intelligence (AI) policy by (1) applauding the White House Office of Science and Technology Policy for publishing the Blueprint for an AI Bill of Rights; (2) declaring inclusive AI research, design, use, regulation, and deployment a priority for U.S. domestic and foreign policy and urging a safe and responsible Regional AI Strategy in the Americas; (3) declaring the safe design, use, development, and deployment of AI in the Western Hemisphere a strategic priority for U.S. domestic and foreign policy; (4) declaring the creation of a domestic and international ratified agreement on automated systems a strategic priority to combat AI misuses and promote social justice, economic well-being, and democratic values; (5) calling on the U.S. government to leverage funding from economic and international development agencies for AI education, training, and infrastructure in the Western Hemisphere; (6) calling on the U.S. government to support common ethical frameworks, standards, and regulations for AI in the hemisphere to protect investments and democratic values; and (7) calling on the U.S. government to increase cooperation with the Organization of American States and Inter-American Development Bank for AI governance, investments, and development.
