H.Res. 860 — Commending President Trump for Redesignating Nigeria a Country of Particular Concern due to Nigeria's engagement in and tolerating systematic, ongoing, and egregious violations of religious freedom, and for other purposes.

This section expresses the sense of the House of Representatives that (1) President Donald J. Trump acted appropriately in redesignating Nigeria as a Country of Particular Concern (CPC) for religious persecution by groups such as Boko Haram and Fulani terrorists; (2) the State Department should provide immediate humanitarian assistance directly to faith-based groups for internally displaced persons in Nigeria's middle belt states and condition U.S. foreign assistance—including global health programs—on the Nigerian government addressing religious freedom violations, prosecuting perpetrators, caring for displaced persons, and upholding constitutional protections; (3) the United States, through the Departments of State and the Treasury, should impose targeted sanctions—including visa bans, asset freezes under the Global Magnitsky Act, and other measures—on individuals and entities responsible for severe religious freedom violations in Nigeria, such as Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and Miyetti Allah Kautal Hore, and designate Fulani-ethnic militias in Benue and Plateau States as Entities of Particular Concern under the International Religious Freedom Act; and (4) the United States is committed to promoting religious freedom and human rights in its foreign policy.
