This section amends Clause 13 of House Rule I to establish a procedure during district work periods (i.e., scheduled recesses for Members to work in their districts) whereby any Member may submit a letter to the Clerk calling for the period's end, with the Clerk required to publish the Members' names in the Congressional Record, maintain cumulative public lists, and make them available electronically. If such letters are submitted by a majority of the House membership (i.e., 218 of 435 duly chosen and sworn Members), (1) the action is entered on the Journal and published in the Record; (2) the district work period terminates within two days; and (3) the Speaker may not designate another district work period from the date the House reconvenes until three weeks thereafter.
