This section expresses the sense of the House of Representatives that it is the policy of the United States to (1) prevent and punish genocide wherever it occurs; (2) recognize that the State of Israel has committed genocide against the Palestinian people in Gaza; (3) respect U.S. obligations as a party to the Genocide Convention and under customary international law by ceasing arms transfers to Israel or third states where there is reason to suspect use in genocidal operations, ensuring Israel's implementation of all International Court of Justice (ICJ) provisional measures ordered since January 26, 2024, preventing U.S. involvement in genocide, investigating and prosecuting implicated parties, facilitating investigations and sanctions against Israel or involved entities, and cooperating with the International Criminal Court (ICC) prosecutor while lifting related U.S. sanctions; (4) advance United Nations efforts to prevent and punish genocide in Gaza; and (5) robustly fund the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to address humanitarian needs in Gaza.
