It waives all points of order against consideration of the bill and its provisions, deems the bill as read, orders the previous question on the bill and any amendments thereto to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Education and the Workforce or their designees and (2) one motion to recommit.
