It deems as adopted an amendment in the nature of a substitute submitted by the ranking minority member of the Committee on Rules and printed in the designated portion of the Congressional Record at least one day prior (with only the last such amendment considered if multiple are submitted); considers the bill, as amended, as read; and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the majority leader and minority leader or their designees and (2) one motion to recommit.
