H.Res. 892 — Authorizing the Speaker of the House of Representatives to initiate or intervene in civil actions on behalf of the House of Representatives regarding section 213 of title II of division C of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026.

This section authorizes the Speaker of the House of Representatives to initiate or intervene in one or more civil actions in federal court, on behalf of the House, to seek a ruling that section 213 of title II of division C of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026—and the amendments made by such section—violate the 27th Amendment to the Constitution (i.e., the congressional pay amendment, which prohibits laws changing congressional compensation from taking effect until after an intervening election of the House).

This section establishes procedures for House representation in civil actions pursuant to this resolution, including (1) directing the Office of the General Counsel of the House of Representatives, at the direction of the Speaker, to represent the House and authorizing employment of outside counsel and other experts; and (2) requiring the chair of the Committee on House Administration to publish in the Congressional Record, not later than 30 days after the last day of each relevant calendar quarter, a statement of the aggregate amounts expended on such outside services.

This section authorizes the Speaker of the House, if section 213 of title II of division C of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, is held unconstitutional in litigation initiated or intervened in by the House pursuant to this resolution, to (1) tally all House costs related to such litigation, including legal fees, expenses for outside counsel and experts, and related administrative costs; and (2) send a formal letter to the Senate majority leader demanding reimbursement from Senate funds and cause the letter to be entered into the Congressional Record.
