This section establishes a rule for House floor consideration of H.R. 4312, which protects the name, image, and likeness rights of student athletes and promotes fair competition in intercollegiate athletics. The rule waives all points of order against consideration of the bill and its provisions; deems as adopted an amendment in the nature of a substitute consisting of Rules Committee Print 119–14 in lieu of the printed committee amendments; considers the bill, as amended, as read; orders the previous question to final passage; and permits (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Education and the Workforce (or designees) and the chair and ranking minority member of the Committee on Energy and Commerce (or designees); and (2) one motion to recommit.

This section makes in order the consideration in the House of bills specified in section 3 upon adoption of the resolution; waives all points of order against such consideration and against provisions in the bills as amended; deems as adopted the amendments in the nature of a substitute recommended by the Committee on Education and Workforce and printed in the bills; and considers the bills, as amended, as read.
