H.Res. 936 — Providing for consideration of the bill (H.R. 3898) to amend the Federal Water Pollution Control Act to make targeted reforms with respect to waters of the United States and other matters, and for other purposes; providing for consideration of the bill (H.R. 3383) to amend the Investment Company Act of 1940 with respect to the authority of closed-end companies to invest in private funds; providing for consideration of the bill (H.R. 3638) to direct the Secretary of Energy to prepare periodic assessments and submit reports on the supply chain for the generation and transmission of electricity, and for other purposes; providing for consideration of the bill (H.R. 3628) to amend the Public Utility Regulatory Policies Act of 1978 to add a standard related to State consideration of reliable generation, and for other purposes; providing for consideration of the bill (H.R. 3668) to promote interagency coordination for reviewing certain authorizations under section 3 of the Natural Gas Act, and for other purposes; providing for consideration of the bill (S. 1071) to require the Secretary of Veterans Affairs to disinter the remains of Fernando V. Cota from Fort Sam Houston National Cemetery, Texas, and for other purposes; and for other purposes.

This section establishes procedures for House floor consideration of H.R. 3898, a bill to amend the Federal Water Pollution Control Act to make targeted reforms with respect to waters of the United States and other matters. It authorizes the Speaker to declare the House in the Committee of the Whole at any time after adoption of the resolution; dispenses with the first reading of the bill; waives all points of order against consideration of the bill and its provisions as amended; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Transportation and Infrastructure (or designees); deems adopted the amendment in the nature of a substitute recommended by that committee; makes in order only further amendments printed in part A of the Committee on Rules report accompanying the resolution—each offered only in the order and by the Member designated in the report, considered as read, debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, not amendable, and not subject to a division of the question; and orders the previous question on the bill as amended to final passage without intervening motion except one motion to recommit.

This section establishes procedures for House floor consideration of H.R. 3383 (to amend the Investment Company Act of 1940 with respect to the authority of closed-end companies to invest in private funds), including (1) declaring the House in the Committee of the Whole pursuant to clause 2(b) of rule XVIII, waiving the first reading and all points of order against consideration, and limiting general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Financial Services; (2) adopting Rules Committee Print 119-15 in lieu of the Financial Services Committee substitute, considering the bill as amended as the original bill and read, and waiving points of order against its provisions; (3) allowing further amendment only by those printed in part B of the Rules Committee report, offered in order only by designated Members, considered as read, debatable for the time specified equally divided and controlled by the proponent and an opponent, and not subject to amendment or division, with points of order waived; and (4) rising and reporting the bill as amended to the House with previous question ordered to final passage except for one motion to recommit.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of H.R. 3638 (directing the Secretary of Energy to prepare periodic assessments and reports on the electricity generation and transmission supply chain). It (1) waives points of order against consideration of the bill and its provisions and dispenses with the first reading; (2) limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce (or designees); (3) makes in order only amendments printed in part C of the Committee on Rules report, offered only by designated Members in the order printed, considered as read, debatable for the time specified (equally divided and controlled by proponent and opponent), not amendable, and not subject to a division of the question, with points of order against such amendments waived; and (4) provides for the Committee to rise and report the bill with adopted amendments to the House, orders the previous question to final passage (except for one motion to recommit), and considers the bill as read.

This section makes in order consideration of H.R. 3628, a bill to amend the Public Utility Regulatory Policies Act of 1978 to add a standard related to State consideration of reliable generation, and for other purposes. It waives all points of order against the bill and its provisions, deems the bill as read, and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees; (2) the amendment printed in part D of the Committee on Rules report, if offered by the designated Member, which is not subject to points of order, is considered as read, and is separately debatable for the time specified in the report equally divided between the proponent and an opponent; and (3) one motion to recommit.

This section makes in order consideration of H.R. 3668, a bill to promote interagency coordination for reviewing certain authorizations under section 3 of the Natural Gas Act. It waives all points of order against the bill and its provisions, deems the bill read, orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees, and (2) one motion to recommit.

This section provides for expedited consideration of S. 1071 in the House—regarding the disinterment of Fernando V. Cota's remains from Fort Sam Houston National Cemetery—upon adoption of the resolution by (1) waiving all points of order against the bill and its consideration; (2) deeming as adopted an amendment in the nature of a substitute consisting of Rules Committee Print 119–16, considering the bill as amended as read, and waiving all points of order against its provisions; and (3) ordering the previous question to final passage without intervening motion except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Armed Services (or designees) and one motion to commit.

This section authorizes the chair of the Committee on Armed Services and the chair of the Permanent Select Committee on Intelligence to insert explanatory material regarding S. 1071 into the Congressional Record not later than December 12, 2025.

This section waives requirements under clause 13 of rule I for legislative days in the second session of the 119th Congress before January 6, 2026, authorizing the Speaker to dispense with organizational and legislative business and deeming the Journal of the previous day approved if applicable. (Thus, the House may conduct pro forma sessions without the usual convening procedures during that period.)
