H.Res. 937 — Condemning the Government of Ethiopia for actions that threaten regional stability, violate fundamental human rights, and undermine the strategic interests of the United States in the Horn of Africa.

This section expresses the sense of the House of Representatives that it (1) condemns the Government of Ethiopia for undermining peace, stability, and the rule of law in the Horn of Africa; (2) expresses concern over atrocities including war crimes, crimes against humanity, and genocide, and urges accountability; (3) opposes using U.S. taxpayer funds to support abusers; (4) calls on the Secretary of State and agencies to use diplomatic and economic tools such as sanctions and aid restrictions to promote accountability, democratic reforms, and inclusive governance; (5) supports international investigations and Ethiopian cooperation; (6) affirms U.S. commitment to religious freedom, including for the Ethiopian Orthodox Church; and (7) reaffirms that U.S. foreign policy prioritizes American interests, human rights, and regional stability. The section further urges the Trump administration to (A) initiate Global Magnitsky sanctions against implicated Ethiopian officials; (B) suspend nonhumanitarian aid and security assistance until progress on hostilities, religious protections, and international law; (C) prioritize support for civil society, human rights defenders, and religious communities; (D) submit to Congress a public determination under section 5(a) of the Elie Wiesel Genocide and Atrocities Prevention Act of 2018 (Public Law 115-441) on whether genocide or crimes against humanity have occurred in Ethiopia; and (E) coordinate with international partners including the United Nations and African Union for justice and reconciliation.
