H.Res. 953 — Providing for consideration of the bill (H.R. 6703) to ensure access to affordable health insurance; providing for consideration of the bill (H.R. 498) to amend title XIX of the Social Security Act to prohibit Federal Medicaid funding for gender transition procedures for minors; providing for consideration of the bill (H.R. 3492) to amend section 116 of title 18, United States Code, with respect to genital and bodily mutilation and chemical castration of minors; and relating to consideration of the bill (H.R. 4776) to amend the National Environmental Policy Act of 1969 to clarify ambiguous provisions and facilitate a more efficient, effective, and timely environmental review process.

This section establishes a structured rule for House floor consideration of H.R. 6703, to ensure access to affordable health insurance, upon adoption of the resolution. The rule waives all points of order against consideration of the bill and its provisions, deems the bill as read, orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chairs and ranking minority members of the Committees on Education and Workforce, Energy and Commerce, and Ways and Means (or designees); and (2) one motion to recommit.

This section makes in order consideration in the House of H.R. 498, a bill to amend title XIX of the Social Security Act to prohibit federal Medicaid funding for gender transition procedures for minors, upon adoption of this resolution. It waives all points of order against consideration of the bill and against its provisions, deems the bill as read, orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees, and (2) one motion to recommit.

This section provides for the consideration of H.R. 3492, to amend 18 U.S.C. §116 with respect to genital and bodily mutilation and chemical castration of minors. It waives all points of order against consideration of the bill and its provisions (as amended by the Judiciary Committee substitute, which is deemed adopted and read); orders the previous question to final passage; and permits (1) one hour of debate equally divided between the Judiciary Committee chair and ranking minority member (or designees), (2) one further amendment printed in the Rules Committee report and offered by the designated Member (debatable for the time specified therein), and (3) one motion to recommit.

This section deems the further amendment specified in section 5 of this resolution as adopted in the House and in the Committee of the Whole during consideration of H.R. 4776 pursuant to House Resolution 951.

This section excludes from the Act's applicability any federal agency action for which the agency, between January 20, 2025, and the date of enactment, (1) filed a motion to voluntarily remand; or (2) otherwise reopened, reconsidered, or initiated corrective action under its statutory authority, regardless of whether the corrective action is completed by enactment.
