This section directs the House to immediately consider H.R. 5827 with all points of order against consideration and its provisions waived; deems as adopted a substitute amendment submitted by Representative Suozzi of New York (or the last such amendment if multiple are submitted); and orders the previous question on the bill, as amended, to final passage without intervening motion except (1) one hour of debate equally divided and controlled by Representative Suozzi and an opponent and (2) one motion to recommit.
