H.Res. 992 — Providing for consideration of the bill (H.R. 7006) making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole for consideration of H.R. 7006, making further consolidated appropriations for FY2026. It dispenses with the first reading of the bill; waives all points of order against consideration of the bill and its provisions, including clause 2(e) of rule XXI (prohibiting certain unauthorized or limited-purpose appropriations); limits general debate to one hour equally divided between the chair and ranking minority member of the Committee on Appropriations (or designees); and considers the bill as read under the five-minute rule for amendment. Only amendments printed in the Committee on Rules report are in order, each offered only by a designated Member, considered as read, debatable for the time specified in the report (equally divided), not subject to amendment or division of the question, and with all points of order waived. At the conclusion of amendment consideration, the Committee rises and reports the bill to the House with adopted amendments, the previous question is ordered on the bill and amendments to final passage, and one motion to recommit is permitted.
